Can terrorists destroy the world with a piece of rope?

A friend of mine told me that terrorists are planning to send a spaceship to the moon and tie a very long, very strong piece of rope to the surface. They then plan to tie the other end to a mountain here on earth -- the rope would then wind itself around the earth as the moon circles the earth (once a month). Within several months the moon would come reeling in like a giant yo-yo and crash against the earth, destoying civilization as we know it. Has anyone heard about this? What can we do to stop it???
