My neighbor broke into my apt. twice and is threatening me with violence but the cops wont do anything.?

I used to live right below this guy. He has broken into almost every apt. in the building including his own(his 50" tv from rent-a-center was stolen). I initially didn't suspect him but I found him on http://www.state.mi.us/mdoc/asp/otis2profile.asp?mdocNumber=575280. He was arrested for B&E with intent to commit a felony. He was released on parole sometime in january and that is when the break-ins started. After my apt. was broken into the 2nd time the management put me in a new apt away from this psycho on the 3rfloor ofof an adjacent building. He threatened to do bodily harm to me last night for the 2nd time and I called the police and they couldn't/wouldn't do anything. This morning I take my wife to work and I'm gone 15 minutes max and the limb of this huge tree that almost touches my window snapped. It was sunny and calm, no wind whatsoever. I'm really scared of this guy but the police won't even talk to him and moving really isn't an option financially. I have no idea what to do.
